The Umbrella Bank was developed in cooperation with the Army Corps of Engineers in order to provide a mitigation solution for unavoidable impacts - large and small - to Montana's streams and wetlands. The Umbrella Bank was permitted by the Army Corps in January, 2009.

The credit buyer works with the Army Corps of Engineers (the permitting authority for projects that fall under the jurisdiction of Section 404 of the Clean Water Act) to determine how many mitigation credits will be required of the development project. The credit purchaser then buys the requisite number of credits from the Umbrella Bank. Evidence of this purchase satisfies the Corps's compensatory mitigation permitting requirements.
